Executive Summary • Project Overview

Corridor Overview & Engineering Mandate

The Singapore–Riau Islands 275kV HVDC Interconnector is Southeast Asia's flagship cross-border green power corridor, engineered to transmit 1,200 MW of firm solar and battery storage capacity from Indonesia's Riau Archipelago Special Economic Zone (SEZ) directly into the Singapore national electricity grid.

With a total capital expenditure exceeding $1.2 Billion USD, the project sponsors faced severe technical and commercial risks. The designated route traverses the hyper-congested Singapore Strait, cutting across active commercial anchorages outside Singapore territorial waters and navigating severe, migratory submarine sandwave fields with trough amplitudes exceeding 12 metres.

The Fiduciary Mandate: "The Brain, Not the Barge"

GEOPROVE was retained as the Project Owner's Independent Marine Geotechnical Consultant and Technical Auditor. Crucially, GEOPROVE does not own survey vessels, cable-laying barges, or mechanical trenchers. Free from equipment leasing bias, our sole fiduciary duty was to engineer a scientifically defensible burial profile that completely shielded the utility from contractor variation claims while preventing catastrophic scour exposure.

Phase 1 Diagnosis

Seabed Morphology & Marine Geohazard Diagnosis

Prior to GEOPROVE's engagement, the EPCIC tender specification was founded on preliminary regional bathymetry. The seabed conditions along the 180 km alignment revealed acute morphological complexities:

12m Migrating Sand Dunes

Between KP 45 and KP 110, the seabed is dominated by active megaripples and asymmetrical sandwaves up to 12.4m crest-to-trough height, driven by peak semi-diurnal tidal currents reaching 2.4 m/s (4.7 knots).

Deep Anchor Drag Fairway

Outside Singapore Port Limits (OPL East), heavy bulk carriers (up to 180,000 DWT) routinely deploy 10-to-18-tonne high-holding-power (HHP) anchors, posing severe penetration snag hazards.

The Fatal Flaw in the EPCIC Contractor's Blanket 3.0m Specification

The lead EPCIC bidding consortium proposed a uniform 3.0m Target Depth of Lowering (TDL) along the entire 180 km corridor. GEOPROVE's forensic geotechnical review identified two critical points of failure in this generic approach:

  • Premature Trenching Refusal in Dense Pleistocene Clays: Between KP 110 and KP 155, stiff overconsolidated silty clay with cone resistance ($q_c > 6.5\text{ MPa}$) would cause immediate refusal of standard jetting sleds, triggering millions in mechanical cutter hire variations.
  • Dangerous Cable Exposure in Sandwave Troughs: Measuring 3.0m burial from the migratory dune crest would leave the cable suspended in seawater when the dunes inevitably migrated down-current over a 24 to 36-month period.
Phase 2 Engineering

4D Bathymetric Scour Modeling & Probabilistic CBRA

To eliminate arbitrary burial assumptions, GEOPROVE deployed advanced numerical modeling conforming strictly to DNV-RP-F107 (Risk Assessment of Pipeline & Cable Protection) and ESCA Recommendation No. 14:

  • 4D Time-Lapse Multibeam Bathymetry Analysis: We synthesized historical bathymetric datasets from 2012, 2018, and 2024 to map the kinematic migration rate of 142 distinct sandwaves. Migration rates were calculated between 1.4m and 3.8m per annum. This allowed us to establish the absolute minimum dynamic trough envelope over the 40-year operational life of the cable.
  • Monte Carlo Anchor Penetration Modeling: Simulating 100,000 vessel movements across AIS traffic records, our numerical engine modeled anchor fluke penetration depth as a function of vessel displacement, soil shear strength, and hydrodynamic catenary pull. In marine silts, 95% of dragging events terminated at ≤1.6m; in stiff clays, penetration ceased at ≤0.8m.
  • Zoned Target Depth of Lowering (TDL) Matrix: Rather than a wasteful blanket 3.0m trench, GEOPROVE specified variable burial: 1.8m in consolidated clay fairways, and 3.2m below the deepest dynamic trough level in active sandwave fields.

Segment 1: Singapore Strait Coastal Approach (KP 0.0 – KP 45.0)

Moderate Hazard
Water Depth 15m – 42m
Seabed Lithology Holocene Marine Clay
Optimized TDL 2.0m (Continuous)
Anchor Threat 5–10T Trawler / Tug

Approaching Singapore landfall. Saturated soft marine clay with low undrained shear strength ($s_u = 15–30\text{ kPa}$). High sedimentation rate guarantees rapid natural trench backfilling within 14 days of jetting execution.

Fiduciary Value Delivered

Initial EPCIC Tender vs. GEOPROVE Engineered Outcome

The contrast between standard contractor pricing and our rigorous geotechnical intervention generated an immediate capital expenditure saving of $4.82 Million USD, while fundamentally eliminating operational risk:

Contractual & Technical Risk Comparison

DNV-RP-F107 Audit
Technical Parameter Initial EPCIC Proposal GEOPROVE Fiduciary Solution
Burial Specification Blanket 3.0m along entire 180 km alignment without soil adaptation. Dynamic TDL (1.8m in clay, 3.2m below dynamic trough datum in sandwaves).
Sandwave Scour Vulnerability Measured from crest; predicted unburial in troughs within 30 months. Deep dynamic trough datum used; zero cable unburial over 40-year design life.
Rock Placement Capex Over-specified $6.2M rock dumping across 42 km of hard ground. Optimized to $1.38M; eliminated 31 km of redundant rock berm placements.
Contractor DSC Exposure High ambiguity in tender soil data; open to FIDIC Clause 4.12 claims. Binding GBR with defined $q_c$ envelopes; Zero DSC claims paid.
Total Capital Savings Baseline contractor bid ($42.8M subsea burial budget). $4.82M USD Saved directly from vessel day-rate and rock volume reductions.
Contractual Integrity

The Geotechnical Baseline Report (GBR) as a FIDIC 4.12 Shield

The primary financial threat to offshore utilities during trenching is contractor day-rate standby billed under FIDIC Yellow Book Clause 4.12 ("Unforeseen Physical Conditions"). When installation vessels encounter hard clay or cobbles, contractors assert that conditions were "unforeseeable by an experienced contractor" and seek variation claims of $180,000+ per day.

GEOPROVE drafted a binding, comprehensive Geotechnical Baseline Report (GBR) integrated directly into the tender contract documents:

  • Contractual Envelopes for Cone Resistance ($q_c$): Defined unambiguous mechanical thresholds. Any soil with $q_c \le 8.5\text{ MPa}$ and friction ratio $R_f \le 3.5\%$ was classified as contractually trenchable by the contractor's selected equipment.
  • Independent Client Representative (ICR) Aboard Lay Vessel: GEOPROVE deployed senior geotechnical personnel on the DP2 installation vessel to log real-time trenching data, hydraulic water pressure, and tow tensions, ensuring raw data could not be manipulated to simulate equipment breakdown as ground refusal.
  • Result: During the 4-month trenching campaign, the contractor submitted two formal notices of differing ground conditions. Supported by our real-time CPTu correlations, both claims were successfully refuted with zero arbitration or variation payouts.
Sovereign Clearances
